Guidelines for the issuance of Bingo licenses are mandated by the New York State Racing and Wagering Board. The completed application form must include the schedule of game dates. The fee for each individual game date is $18.75. The Town of Oyster Bay is responsible for administration and inspections.

DOGS
Application for Dog License
Effective January 1, 2011, New York State mandated that municipalities authorized to issue dog licenses, including the Town of Oyster Bay, assume the remainder of the dog licensing function. Late last year, the Town Board approved amendments to Town Code to address the licensing and identification (tags) of dogs, as well as rabies vaccination requirements.
The cost of licensing an unneutered dog will be $15.00 and the cost of licensing a neutered dog will be $10.00. The State mandated that the Town collect a surcharge of $3.00 for unneutered dogs and $1.00 dollar for neutered dogs. This surcharge is built into the Town’s licensing fee. Proof of rabies vaccination is required to obtain a license and a license may not be issued for a time period extending beyond the expiration date of the dog’s rabies certificate.
There is no fee for licensing any guide dog or service dog.

GAMES OF CHANCE
Guidelines for the issuance of a Games of Chance license are mandated by New York State. The fee is $25.00 per occasion, of which the town receives $10.00, New York State receives $15.00.
Annual Bell Jar licenses are $25.00 and expire December 31.

How do I obtain a free seasonal Green Pass Vehicle Beach Sticker?
First, make sure your vehicle qualifies by checking the following link which is based on the NY Clean Pass Program:

If your vehicle is listed, fill out the Green Pass form on our website, and email or mail with the following:
- Car registration
- Utility bill
- Photo of vehicle showing license plate and clean pass sticker.
If vehicle is FULLY ELECTRIC PLUG IN, submit the following:
- New York State car registration (showing E as fuel source)
- Utility bill
HUNTING AND FISHING
The Town Clerk of Oyster Bay continues to utilize the New York State Department of Environmental Conservation (DEC) DECALS, DEC Automated Licensing System, and acts as a licensing issuing agent, unfortunately our office will no longer be able to mail renewal applications to our resident sportsmen.
Residents may purchase their sporting licenses and permits via DECALS at both Town Clerk offices, 54 Audrey Avenue, Oyster Bay, and 977 Hicksville Road, Massapequa, during regular office hours, 9:00 a.m. to 4:45 p.m.

PARKING PERMITS
Permits for use of parking lots maintained by the Town of Oyster Bay at Bethpage, Glen Head, Hicksville, Locust Valley, Massapequa and Syosset train stations are issued throughout the year only to residents of the Town of Oyster Bay.
Incorporated Village – Permits for residents of incorporated villages within Oyster Bay are $120.00 per year. Residents of incorporated villages over the age of 62 may obtain a one year parking permit for $10.00 – Seniors must show driver license for age verification.
Unincorporated Village – Permits for residents in unincorporated areas are $100.00 for two years. Seniors over the age of 62 are $20.00 for two years – Seniors must show driver license for age verification.
All vehicles must be registered in the State of New York and applicants will be required to show proof of residence. All permits expire March 31. Fees for incorporated village residents are prorated after September 30; resident two-year permits are prorated after March 31 of the odd year.
A Replacement Parking Permit for a substitute vehicle owned by you can be issued for a fee of $1.00 only if the Parking Permit is returned to our office with a copy of the new registration

PASSPORTS
The United States Department of State has designated the Oyster Bay Town Clerk’s offices as Passport Acceptance Facilities. As such, Citizens may apply for new United States Passports at both Town Clerk offices, 54 Audrey Avenue, Oyster Bay, and 977 Hicksville Road, Massapequa, Monday through Friday, by appointment between the hours of 9:00 a.m. to 3:30 p.m., or during designated late hours. Passport applications are processed by appointment only – contact the Town Clerk’s Office at (516) 624-6324 for more information.

The basic requirements for applying for a passport are as follows:
• One 2×2 color photograph with a clear view of the applicant’s face against a plain white or light colored background. The Clerk’s office provides passport photos for a fee of $10.
• Proof of U.S. Citizenship – Previously issued undamaged U.S. passport, certified birth certificate, Consular Report of Birth Abroad or Certification of Birth, Naturalization Certificate, or Certificate of Citizenship.
• Proof of Identity – Previously issued, undamaged U.S. passport, Naturalization Certificate, Valid Driver’s License (cannot have been issued or renewed in the last six months), Current Government ID (city, state or federal), Current Military ID (military and dependents)
A U.S. Passport for persons 16 years of age and above is valid for 10 years and 5 years for those 15 years of age and under.
Additional requirements must be met for children age 15 and under.

SHELLFISHING
Commercial permits are valid for one year; new photo required each year following. Resident permits are valid for one year; new photo required every five years. All permits expire June 30th. Lifetime senior permits available to residents over 60 years old. All permits issued at both Town Clerk offices.

How do I obtain a Town of Oyster Bay ID Card for Disabled and Social Security Disabled?
Town of Oyster Bay Beach ID cards, available to residents who are:
- Disabled
- Social Security Disabled
These photo ID cards can be purchased at the Town Clerk’s office for a one-time fee of $30.00, plus a $2.00 photo fee. Please email the town clerk at townclerk@oysterbay-ny.gov or call (516) 624-6333 for more information.
This card entitles the above mentioned to free seasonal beach and seasonal trailer stickers as long as they own a vehicle.
A disabled person must present their driver’s license, vehicle registration and a disability form filled out and signed by their doctor.
Social Security Disabled persons (SSC) must present their driver’s license, vehicle registration and their Notice of Award letter.
