January 29, 2020 Project Update

The Oyster Bay Town Board has declared that the Draft Environmental Impact Statement (DEIS) of the 26.4-acre mixed-use Heritage Village is ready for public review. This process does not mean the project has been approved; such consideration will be made by the Town Board after the public comment period has concluded.

 

After consulting with the Hicksville School District, community stakeholders and the recommendations from healthcare professionals regarding large group gatherings, the Town of Oyster Bay has postponed the Town Board meeting scheduled for this evening Tuesday, March 10th at 7pm at Hicksville High School.

 

The Town will provide an opportunity at a later date that better allows all residents, including senior citizens and our most vulnerable populations, to hear this proposal, participate and comment on future development plans for the former Sears site in Hicksville. Again, the meeting for tonight is postponed until a later date.  The Town of Oyster Bay, and the Hicksville School District, apologizes for any inconvenience; however, this decision was made to maximize the opportunity for community participation in the process – so the largest number of residents may be heard – and out of an abundance of caution to protect the health, safety and welfare of residents.

 

For now, residents and members of the public are invited to learn more about the proposal and submit their comments in writing (see “How to Comment” section below).

 

Project Description and Background Summary

The applicant’s proposal entails the demolition of the Sears department store and Auto Center at 195 North Broadway in the hamlet of Hicksville.  The subject site would be redeveloped to include 425 rental apartments, retail and office space, restaurants, a grocery store, cinema, fitness center and food-service kiosks.  The existing TD Bank and Chipotle restaurant would remain on the site.  The proposed development includes approximately 5 acres of green space.

 

Brief SEQR Process Summary

The draft scope was issued on March 12, 2018 and was distributed to all involved agencies and interested parties. On April 10, 2018, the Town elected to conduct a public scoping session at Town Hall at 7PM to receive public comments. Draft scope was revised to include all substantive comments received by the Town, and the Final Scope was distributed to involved agencies and interested parties on June 5, 2018 and can be viewed via the link below.

The Final Scope forms the basis for the Draft Environmental Impact Statement (DEIS) which was prepared by the applicant and accepted as complete for the purposes of commencing public review pursuant to SEQR by the Town Board, as lead agency, on January 28, 2020.
