The Engineering Division is responsible for supervising the design and construction of Town road and drainage projects, buildings, parks and grounds and all other structures and improvements in the nature of public works the Town or any of its special districts may construct. This division also provides engineering advice to the Town Board and other Town departments. The Engineering Division is also responsible for overseeing the Town’s Stormwater Management Program.

Town of Oyster Bay Stormwater Runoff and Water Quality Management

New York State has a program, which has been approved by the United States Environmental Protection Agency, for the control of waste water and stormwater discharges in accordance with the federal Clean Water Act. The program is known as the State Pollutant Discharge Elimination System (SPDES) and is broader in scope than that required by the Clean Water Act in that it controls point source discharges to groundwaters as well as surface waters.

In January 2003, the NYS DEC issued a Phase II SPDES General Permit for discharges from small municipal separate storm sewer systems, such as that in the Town of Oyster Bay. In order to discharge under the permit, the Town must meet certain requirements, including the preparation of an Annual Stormwater Management Report.
