The State Environmental Quality Review Act (SEQR) – Adopted Amendments

Town Environmental Quality Review (TEQR) Division


This Division replaces the Town Environmental Quality Review Commission, but is known by the same acronym, TEQR. The TEQR Division is a subdivision of the Department of Environmental Resources (DER). The personnel of this Division review, analyze, investigate and process all appropriate administrative and technical undertakings pertaining to the environmental impacts of applications for development or redevelopment. Consistent with the new regulations and the Town’s commitment to fiscal responsibility, effective January 1, 2020, an amended fee schedule was adopted by the Town Board to benefit the taxpayers. Additionally, the DER TEQR Division has prepared a guidance document to assist applicants in providing a comprehensive analysis of potential transportation-related impacts, entitled, “Town of Oyster Bay Transportation Information Request Addendum (TIRA).”  This document is a compilation of the latest SEQR updates, relevant information on the Town EAF Addendum form, the revised State EAFs, EAF workbook, SEQR Handbook, and comments/questions we often receive from residents. This proactive planning tool facilitates performing the requisite, “hard look” pertaining to evaluating potential traffic impacts from a proposed action pursuant to SEQR.
